Confined space rescue training: what Regulation 5 requires you to have

Rescue is the part of confined space compliance that employers most often leave until last, and it is the part the Regulations are most specific about.
What the Regulations actually say
Regulation 5(1) of the Confined Spaces Regulations 1997 provides that "no person at work shall enter or carry out work in a confined space unless there have been prepared in respect of that confined space suitable and sufficient arrangements for the rescue of persons in the event of an emergency, whether or not arising out of a specified risk" (legislation.gov.uk).
Regulation 5(2) then sets a floor on what counts as suitable and sufficient. The arrangements must reduce, so far as is reasonably practicable, the risks to the health and safety of anyone required to put the rescue into operation, and where resuscitation is a likely consequence of a relevant specified risk, they must require the provision and maintenance of such equipment as is necessary to enable resuscitation procedures to be carried out. Regulation 5(3) requires the arrangements to be put into operation immediately when the circumstances they cover arise.
- The duty bites before entry. Arrangements have to exist and be prepared, not be improvised at the point of an emergency.
- It covers any emergency, whether or not it arises from a specified risk. Someone breaking an ankle in a chamber is in scope.
- The rescuers themselves must not be exposed to unacceptable risk. A rescue plan that would create a second casualty is not suitable and sufficient.
- HSE is explicit that relying on the emergency services is not enough (HSE).
Why this is a training decision, not just an equipment decision
HSE's own worked example on the confined spaces topic page describes two men entering a closed crane compartment, one losing consciousness within a minute, and two more being overcome while trying to save the first. Three were extracted by the emergency service and two died. The mechanism was oxygen depletion from rusting after water ingress. The lesson HSE draws is that checking oxygen levels and ventilating would have prevented the deaths. The pattern in that example, untrained would-be rescuers becoming casualties, is exactly what regulation 5(2)(a) exists to prevent.
What rescue capability tends to cost you
- Course time. Rescue content adds practical hours and needs a lower instructor-to-delegate ratio than classroom teaching.
- Equipment. Tripods and winches, harnesses and recovery lines, gas detection, resuscitation equipment and, depending on the level, breathing apparatus. Ask whether the quote is for training on the provider's equipment or on yours.
- Standby cover. If you cannot resource rescue in-house, a specialist standby rescue team is priced per shift, which is an operational cost rather than a training one. Ask providers whether they offer both, and price both routes.
- Maintenance and inspection of the rescue equipment you own, which continues after the course invoice is paid.
- Retraining. Rescue skills degrade faster than knowledge. Whatever the certificate says, plan practice.
Questions that separate a real rescue offer from a slide deck
- Ask what the practical rescue element involves, in what kind of space, and with what equipment.
- Ask the instructor-to-delegate ratio for the rescue practicals specifically, not for the course average.
- Ask whether delegates practise recovery of a casualty, and how casualty weight and awkward geometry are represented.
- Ask how the training links to your written rescue arrangements, because the arrangements are what regulation 5 requires, and the course is only evidence that people can execute them.
- Ask whether the provider can also supply standby rescue cover, and what that costs per shift. Get both priced.
